Operational Design, Control & Resilience (ODCR) has the aim to deliver on ING’s vision of Staying Safe & Secure by engaging and enabling ING (business) leaders to be in control of their (local) processes and activities. Within ODCR, the Centre of Excellence (CoE) Sourcing and Shared Services has a global responsibility to ensure ING is in Control of all its sourced activities (both third party (TP) and Intragroup). Our value proposition is that we design ING’s sourcing approach and define standards for the lifecycle of sourcing, ensure an efficient global implementation supported by efficient tooling and by providing oversight and reporting on compliance and regulations.
CoE Sourcing & Shared services is looking foran energetic Transition Manager who enables ING in their Sourcing Strategy by guiding Service Owners (globally) in their sourcing journey towards ING HUBs or specialized ‘in-Country Hubs’.
Role Context
As a Transition Manager you will be responsible to guide various Business Lines within ING Bank NV and local entities across the (ING) globe to achieve their sourcing goals in line with INGs Strategy to give our Customers a superior experience and making use of globally usable building blocks and service hubs.
Together with your stakeholders in the Business Lines/Entities you will define an effective and efficient sourcing roadmap and work closely together with a group of local transition managers and BL specialists in the ING HUBs who run the sourcing projects, all in accordance with ING’s Sourcing Framework. You keep the oversight during the migrations for your stakeholders and ensure that the Life Cycle Management of their sourced services is in line with in- and external policies and (local) regulations. With your help your Stakeholders will be compliant during Transition and the consequential complete service life cycle.
Roles and Responsibilities
- You will report into the teamlead for Transition and Change management within the CoE S&SS
- You build strong relationships with Stakeholders in your Business Line(s) scope and the HUB Capability Leads connected to your Business Line(s) to ensure that all of their Sourcing ambitions can happen in a compliant way
- You signal sourcing possibilities within your area of Business Lines for which you advise upon and make the business aware of the benefits of sourcing
- In each of the ING HUBs you steer the local Transition Managers who operationally support you in the sourcing transitions. For this you maintain an overview of ongoing and upcoming sourcing initiatives in dedicated tooling
- With the Gateway Model as preferred service delivery model (ING HUBs deliver to ING Bank NV and ING Bank NV delivers to other ING entities) you keep an eye on the correct setup of the contracting model for which you align with the Contracting & Service Management team in HUB Manila
- The ING Sourcing Framework describes the sourcing processes and way of working. In your discussions with your stakeholders and local transition managers you continuously align them on how to adhere to this framework. Where needed you translate theory to practise
- You signal both internal and external developments and constraints that may conflict with the ING Sourcing Framework for which you notify the owner of the ING Sourcing Framework within CoE Sourcing & Shared Services
- ING is subject to EBA (European Banking Authority) regulation for sourcing. Sourced services have to be fully compliant from start of delivery for which you take care together with your local transition managers and stakeholders. Sourced services in Life Cycle Mode need to stay compliant until termination. ING has developed a reporting mechanism for both 3rd Party and Intragroup sources services. You monitor compliancy on a monthly basis and advise upon remediation where required to both service providers and service recipients
- Sourcing is highly regulated and this leads to frequent changes which may have effect on our way of working, tooling and reporting. You will guide such changes to your Business Lines’ under supervision of the Change Portfolio Consultant within CoE Sourcing & Shared Services who drive the change
- As a Transition Manager you have high visibility. You have to maintain contacts with departments in your business line(s) such as Legal, Compliance, ORM, IT, HR and Finance but also globally where service recipients reside in all countries where ING is active

Who are we looking for:
- A Candidate with a Master degree with 3-5 years of generic banking experience, preferably in the area of sourcing/offshoring and/or procurement/contracting management
- Someone who is able to supervise and steer people -whilst not being the manager- with aim to achieve results in a given timeframe
- You have strong communication (written and oral) and presentation skills, decisiveness power, have persuasiveness skills, are a good team player and are strong at stakeholder management
- You are good at planning and prioritizing your work to meet commitments which are aligned with organisational goals
- You must be fluent in English. Understanding of Dutch would be a bonus
- You are familiar with global policies and procedures in organisations and the ability to provide guidance in this towards stakeholders
- Ideally you have experiences in working with or in banking operations teams
- You have experience in working together with Operations Risk Management and Compliancy functions and are excited to pursue Compliancy at all times
- Your Organisational sensitivity competence is at a high level and you are familiar to work in complex and political organisations as well as with different cultural backgrounds
- You have a pragmatic, thorough and result driven approach
